Chip Roy Introduces Bill That Would Deport Radicals Like Zohran Mamdani and Ilhan Omar
Rep. Chip Roy (R-TX) is preparing to introduce legislation that would expand federal immigration law to make foreign nationals inadmissible, deportable and ineligible for naturalization if they are affiliated with or advocate for certain political or ideological organizations, according to bill text obtained by Breitbart News.
The proposal, titled the MAMDANI Act, would amend existing immigration law to prohibit admission to the U.S. for foreign nationals who are members of, affiliated with or advocate for communist, socialist, Chinese Communist or Islamic fundamentalist parties, as well as other totalitarian organizations.
The legislation would also apply to individuals affiliated with or advocating for organizations that promote socialism, communism, Chinese communism, Marxism or Islamic fundamentalism, according to the bill text.
In addition to creating new grounds for inadmissibility, the proposal would establish new deportation provisions. Under the bill, foreign nationals could be removed from the U.S. if they engage in advocacy for communism, socialism, Marxism, Chinese communism or Islamic fundamentalism after entering the country.
The measure also states that individuals could face removal if they write, distribute, circulate, print, display, possess or publish materials advocating those ideologies or on behalf of organizations promoting them. Membership in or affiliation with such parties or organizations would also qualify as grounds for removal.
The legislation further provides that determinations involving inadmissibility, deportation, naturalization or denaturalization under the bill would not be subject to judicial review.
Roy said the proposal is intended to address what he described as ideological threats entering the country through the immigration system.
“Why do we continue to import people who hate us?” Roy said in a statement provided to Breitbart News.
The Texas congressman argued that U.S. immigration policies have harmed American workers while allowing individuals with ideologies he said are incompatible with American values to enter the country.
Roy also said the legislation is designed to combat what he described as a “Red-Green Alliance,” referring to Marxist and Islamist ideologies.
According to a summary of the legislation provided by Roy’s office, the proposal argues that immigration policies have contributed to growing opposition to free-market capitalism and other traditional American political principles.
The summary specifically references New York City Mayor Zohran Mamdani, stating that his political views demonstrate how the immigration system enables what it describes as the importation of Marxist and Islamist ideologies, per Breitbart News.
Roy has previously introduced legislation addressing similar issues. In October 2025, he proposed the Preserving a Sharia-Free America Act, which sought to bar foreign nationals who observe Sharia law from entering or remaining in the U.S.
The congressman has also publicly criticized developments such as the proposed EPIC City project in Texas and has called for scrutiny of Mamdani’s background over what he has described as ideological and national security concerns.
The MAMDANI Act has not yet been considered by Congress. If formally introduced, the legislation would need approval from both the House and Senate before being sent to President Donald Trump for consideration. Democrats are expected to oppose the measure, though no formal committee action has yet been announced.
